Animal Abusers Facer Tougher Penalties in Korea

On July 5, 2011, the Korea Times published an article, “Animal abusers face harsher punishment,” something we at Way Cool Dogs have personally been seeking in the United States. Beginning next year, Korea has set in motion tougher penalties for animal abusers because of the increase in animal cruelty cases.
There have been many cases of animal cruelty over the past year, triggering anger from animal rights groups and the general public.
During the last year, lost or intentionally abandoned pets increased from 25,000 to over 100,000 in 2003, according to their ministry.
“People who either kill or inflict severe injuries on animals will be put behind bars from next year.” Meanwhile, pet owners will be required to register their animals beginning in July 2012 to assist government efforts in preventing animals from being abused or abandoned.
Harsher sentences mean that the animal abuser will go to prison for one year, and/or pay a maximum fine of $9,100. Currently, the fine is half this amount.
“We think the current punishment is not harsh enough to prevent people from mistreating dogs and other pets. So, we decided to toughen the penalty and make it possible for habitual animal abusers and those killing them to be sentenced to a jail term,” a ministry spokesman said in the Korean article.
Administrations in Korea will be required to rescue and care for the abused animals, with owners required to pay for their medical treatment costs and other related expenses.
In the United States, anti-cruelty laws vary from state to state, city to city, and county to county. Additionally, lega definitions of animal abuse, neglect and conditions also differ. On top of this, the penalties for animal abuse differ. Fortunately, animal abuse is being recognized a a cycle of violence against children, spouse and property.
Because of this, there is a call by society for stronger penalities against animal abusers and stronger enforcement capabilities. A few states have added felony penalties to their anti-cruelty laws. Each reader should find out how their state stands on animal abuse, and what these penalties are.
